Well, yes. The Federal Bureau of Investigation reserves all rights to investigate and over power if they think a civilian may be a victim or involved. Also, if they believe there is more to it.

The Military respond to the FBI, NSA and Homeland Security just to name a few.

The navy is the main one who monitors our men and women. But they can be over-ruled in a heartbeat by the government.

I think Daddy Director’s behind it all. Because why would a terrorist group ask about a little known US agency instead of the super-secretive, high priority Israeli spy agency? Its like asking for the local PD instead of the CIA. I think Director David set it up to see where Ziva’s loyalties lie. And made it look like a botched mission against a terrorist group. That and who else could capture her except for someone with the same training?

There is barely no similarity between the shows, but NCIS is awesome. The first episode, Yankee white is intense, but in a different way to 24 or spooks. The plot in each episode revolves around a murder of a marine or someone with navy relations. They discover who it is and prove it to them through forensics and investigation. Whilst not all episodes are action packed, they are funny exciting and intriguing. Criminal Minds is a show similar to NCIS, but not as funny, though it is more action-packed. The team are profilers who try to predict the way serial killers think. At the end of each episode they rush to stop the killer from striking again. Enjoy!

I’ve never watched 24, so I can’t say if they’re similar or not. NCIS is a bit like the CSIs, except they deal with deaths of Marines/military. NCIS stands for Naval Criminal Investigative Services. The episodes are more character driven then mystery driven, which is why I personally love the show. It’s a good show, I definitely suggest you check it out.

I think 24 and Spooks are more serious compared to NCIS. NCIS is a mix of Bones and CSI as its a crime procedural, but like Bones there are a lot of lighthearted moments. In NCIS, there’s a lot of scenes with the team joking around or interacting compared to CSI. You might not like NCIS that much if you like 24 and Spooks as NCIS is more comedic, but it still has those serious moments. Also I think in 24 and Spooks in every episode there’s suspense which NCIS has but less.

To really get a good feel for the show you need to watch the 2 episodes of JAG that NCIS spun off from. The episodes are: Ice Queen and Meltdown

The show had a weird feel for about the first 1/2 of the first season. They were trying some interesting camera angles and points of view for the storyline.
The show really started to take off around the second half of season 2.

ETA: They seem to alternate between light hearted episodes, high action intense and suspenseful/emotional intense.

I love NCIS it stands for Navy Criminal Investigative Service but yea its more like CSI so if you like CSI then you’ll love NCIS
